Remark Member of the Syrian Armed Forces of the rank of ‘colonel’ and the equivalent or higher in post after May 2011. There are reasonable grounds to suspect that Maher Al-Assad is or has been involved in the repression of the civilian population, including overseeing operations to that end as Brigadier General and Commander of the Army’s 4th Armoured Division and Republican Guards and presently Major General of the 42nd Brigade in the Syrian Armed Forces. In particular, he was responsible for ordering and overseeing the violent suppression and unlawful killing of demonstrators in Dera’a in March 2011 and a chemical weapons attack in August 2012 in the Damascus suburb of Ghoutta. Further, he is associated with other members of the regime, including his brother of President Bashar Al-Assad, as well as the Alawite shahiba militia suspected to have been involved in crimes against humanity in Syria.
