The Land Register contains publicly available records, which establish corroboration of immovable property. Creation of institution of the Land Register and its development is focused on protection of creditors rights, in order to create equal safety conditions for the registered pledging of an immovable property and the possessory pledge.

The system of the Land Register is serving as bases to safeguard the obligations. Each piece of immovable property is registered in a separate register as independent unit of land. With the registration it becomes the unit for mortgage and it is fully responsible for all registered property rights. In accordance with the Land Registry Law in the Land Register are recorded immovable properties and stated the rights connected with them. The Land Register is available for public and the records possess public reliability.

In accordance with the Land Registry Law all data bases of 27 Land Registry Offices are unified in the Sate Unified Computerised Land Register, which can be regarded as centralised data bases from where the information about all immovable properties registered in Latvia is spread out.

The State Unified Computerised Land Register is the only computerised land register information of which is institutionalised and legally recognised.
