Apakšmērķi: Atbalstīt interešu un neformālo izglītību un citas jauniešu lietderīga brīvā laika pavadīšanas iespējas, nodrošinot jauniešiem iespēju iegūt dzīvei nepieciešamās prasmes, zināšanas un kompetences. Atbalstīt sabiedrisko, sociālo un cita veida integrāciju. Iestāties par bērnu, jauniešu un citu interesentu tiesību aizsardzību, drošību un veselību, vajadzībām un interesēm, atbalstīt un veicināt jauniešu iniciatīvas, tajā skaitā līdzdalību lēmumu pieņemšanā politiskajā un sabiedriskajā dzīvē, izglītības un profesionālās karjeras attīstības jomās, radot labvēlīgus apstākļus jauniešu intelektuālajai un radošajai attīstībai.
